Freedom to Buy: A Fresh Boost for First-Time Buyers and Market Confidence.

The Freedom to Buy scheme offers fresh hope for first-time buyers and a boost to the UK housing market.

The UK property market has received a welcome shot in the arm with the upcoming launch of Chancellor Rachel Reeves’ new Freedom to Buy mortgage guarantee scheme. Set to be unveiled in the Mansion House speech on 15 July, the scheme promises to offer fresh hope for first-time buyers by making 95% loan-to-value (LTV) mortgages more accessible.

This permanent government-backed initiative will enable lenders to confidently offer low-deposit mortgages, with the reassurance that the state will cover losses in the event of repossession. With a £3.2 billion government guarantee in place, and fees paid by lenders to manage taxpayer risk, Freedom to Buy represents a serious commitment to helping more people take that vital first step onto the property ladder.

While affordability challenges remain in the broader housing landscape, this policy marks a meaningful step forward. High LTV mortgages have become harder to secure in recent years, and for many would-be buyers, saving for a substantial deposit has been the greatest hurdle. By lowering the deposit threshold to just 5%, Freedom to Buy has the potential to unlock the door for thousands of aspiring homeowners across the country.

The market will also benefit from the renewed confidence this policy brings. First-time buyers are the lifeblood of a healthy property chain, and greater activity at this level often leads to increased movement up and down the ladder.
